HUD’s Choice Neighborhoods Initiative (CNI) is a grant program designed to revitalize low-income communities that aims to create mixed-income, amenity-rich neighborhoods with high performing schools, economic opportunities, support services and other public improvements.

Miami-Dade County and the Goulds community are honored to have received a $40 million CNI grant from the U.S. Department of Housing & Urban Development (HUD) for the Goulds neighborhood. This highly competitive award represents a once-in-a-generation opportunity to transform Cutler Manor Apartments, an aging HUD-assisted housing development in Goulds and stimulate major improvements in the surrounding neighborhood.

In partnership with Preservation of Affordable Housing, Inc. (POAH), Carrfour Supportive Housing and many community residents and organizations, Miami-Dade County’s Department of Public Housing and Community Development (PHCD) will leverage this award to create a stronger, more equitable and climate resilient Goulds.

HUD requires the lead applicant to be the local government of jurisdiction or a public housing authority – in this case Miami-Dade County. The Housing Implementation Entity (property developer and manager) must be an experienced owner of other HUD-assisted properties– in this case Preservation of Affordable Housing.

Housing

To replace distressed housing with high-quality mixed-income housing that is well managed and responsive to the needs of the surrounding neighborhood. (Lead Entity: Preservation of Affordable Housing, Inc.)

People

To improve educational outcomes, health and intergenerational mobility with services and supports delivered directly to households. (Lead Entity: Carrfour Supportive Housing)

Neighborhood

To create the conditions necessary for public and private reinvestment in neighborhoods that offer amenities and assets such as public safety, good schools and commercial activity. (Lead Entity: Miami-Dade County Department of Public Housing and Community Development).

Economic Impact

The Goulds Choice Neighborhood Transformation Plan focuses on new climate-resilient, energy-efficient and mixed-income housing, upward economic mobility for Cutler Manor and community residents, and educational opportunities for residents from early education onward. The $40 million CNI grant award will be governed by HUD and deployed as follows:
