Cutler Manor Apartments

Cutler Manor Apartments is a 218-unit apartment complex located at 10875 SW 216th Street in the heart of Goulds, a historic neighborhood in southern Miami-Dade County.  Cutler Manor is a HUD-assisted (Section 8-subsidized) property constructed in 1971 which is now physically outdated and in need of replacement.

Given the overwhelming demand for subsidized and affordable housing, all 218 Section 8 apartments from Cutler Manor will be rebuilt across multiple phases containing 445 total new units of affordable, workforce and market rate housing. The new apartments will be located on the original Cutler Manor site and a new affordable housing development called Meridian Point at Goulds Station which opened in 2024.

Cutler Manor will be redeveloped using best practices in Trauma-Informed Design so residents and staff feel welcome, empowered and supported. It will prioritize climate resiliency to withstand changing environmental conditions.

All current Cutler Manor residents who wish to remain and are in compliance with their lease will have the right to a new apartment – whether in the redeveloped Cutler Manor site or in the new housing being developed at Meridian Point at Goulds Station. Residents will receive case management support and relocation assistance in making their new housing choice.

The Housing Strategy will also expand housing options for households at a variety of income levels, which is especially important given the high demand for quality housing in Goulds and across Miami-Dade County. The development plan also includes affordable homeownership opportunities.

Cutler Manor residents have been part of redevelopment planning efforts for several years, with the first phase of the redevelopment plan now being realized at Meridian Point at Goulds Station. Similarly, Goulds community leaders and stakeholders have been planning for new investment for over two decades, as evidenced by the Goulds Community Urban Center District plan of 2003. Much of the new growth around US-1 and along SW 216th Street is a direct result of this plan. The Choice Neighborhoods implementation team lead by PHCD will continue to meet with community residents regularly, including with the Goulds Community Advisory Committee and the Choice Governance Council.
